The HAT Manual

Kevin Key was a co-author of the HAT Manual published in 2004 by HAT, a Victoria-based Land Trust. The HAT Manual is directed and presented to local governments - and to decision-makers in particular.

The HAT Manual was sponsored and funded by The Real Estate Foundation of BC, the Georgia Basin Ecosystem Initiative, TD Canada Trust Friends of the Environment Foundation, the BC Conservation Data Centre and the Nature Conservancy of Canada.

Kevin Key provided professional advice to the Smart Bylaws - Guide published in 2003 by West Coast Environmental Law, a Vancouver-based NGO which provides progressive legal advice, education and advocacy in urban, rural and resource settings. The Guides are directed to local government decision-makers and their staff and provide valuable assistance in community planning and community building.

Strategic Plan for the Sunshine Coast

Several of Mr. Key's development innovations are highlighted in the Strategic Plan, as solutions for improving the business climate and to improve the perception business has of the local development process and costs.

The Strategic Plan was sponsored and funded by The Community Futures Development Corporation of the Sunshine Coast, Human Resources Development Canada, and the Sunshine Coast business community, including the Sunshine Coast Credit Union, the Howe Sound Pulp and Paper Ltd. and Madison, publisher of The Coast Reporter.

As one of the first volunteers and member of the bid committee, I was entirely responsible for Transportation planning in the successful bid phases (including all mapping and writing of the first chapter in the international bid book), cycling stadium (velodrome) site planning and preparation of a three year management plan and operations manual for the velodrome.
